Recommended Action

Approval and execution by the County Administrator of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for Title V Air Pollution Control services.

                     This action provides $57,925.37 in funding for state Fiscal Year (FY) 2023-2024 through FY 2024-2025.

                     County match is not required.

                     Contract with FDEP is renewed every one to two years allowing County to act on FDEP’s behalf to perform Title V services.

                     The revenue and associated expenditures are both included in the General Fund of the Public Works Department of Environmental Management Division in the FY23 and FY24 Adopted Annual Budgets and are anticipated to be recommended as part of the FY25 Annual Budget Request.

Summary:

Approval provides $57,925.37 in funding assistance to support the existing Title V Air Program. The Grant Agreement allows the County to act on behalf of the FDEP in performing activities related to eight (8) major sources of air pollution, referred to as Title V Major Sources. The Agreement also provides a mechanism for 100% reimbursement for these activities from FDEP. The County will perform Title V activities consisting of full compliance inspections and evaluations, and review of reports for stack tests, visible emissions and continuous monitoring.

 

Background/Explanation:

FDEP funding, through the Agreement, is provided to the County for implementing Title V major stationary source regulatory control programs for the two-year project period from Agreement execution to June 30, 2025. 

 

Fiscal Impact:

Agreement provides $57,925.37 in funding for the project period July 1, 2023 to June 30, 2025, estimated at $6,748.84 for FY 2023, $27,979.03 for FY 2024, and $23,197.50 for FY 2025. County funding match is not required. Activity costs are 100% reimbursable. The revenue and associated expenditures are both included in the General Fund of the Public Works Department of Environmental Management Division in the FY23 and FY24 Adopted Annual Budgets and will be part of FY25 Annual Budget Request.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
