Approval of the award of bid to Rycon Construction, Inc. for hardening projects at the Utilities General Maintenance Department Operations Center and the Public Education Center and Dewatering Building at the South Cross Bayou Advanced Water Reclamation Facility (AWRF).

 

                     Improvements to all the buildings include new roofing, exterior windows, doors and frames, and exterior louvers for increased/improved wind resistance.

                     Work at the Dewatering Building at South Cross AWRF also includes replacing and elevating the polymer transfer and feed pump system and replacement the electrical system and motor control centers. Heating, ventilation, and air conditioning improvements and upgrades to the centrifuge discharge conveyor.

                     These improvements will help to ensure the continuity of Pinellas County Utilities operations during named storm events and meet regulatory requirements.

                     The bid award is $4,564,000.00 across all projects and facilities. All work must be completed by June 30, 2026.

                     Funding is budgeted in the Fiscal Year 2025-2030 Capital Improvements Plan by Florida Resilient Grant Program funds in the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund in the amount of $4,564,000.00. 

 

Contract No. 24-0562-ITB-C in the amount of $4,564,000.00 with all work to be completed within 450 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for the required construction improvements for three separate projects located at the Pinellas County Utilities Maintenance Department in Largo, FL and the SCBAWRF in St. Petersburg, FL.

GMD Work includes installation of wind-borne debris protection, such as shutters, impact resistant glazing, storm panels, etc. to the GMD. 

PEC of the SCBAWRF: Work includes selective demolition of existing roofing, exterior windows, exterior doors, and exterior louvers as well as installations of new roofing, exterior windows, exterior doors and frames, and exterior louvers for increased wind resistance to the PEC and the Dewatering Building.

Dewatering Building Improvements SCBAWRF: Work includes replacing the polymer transfer and feed pump system and piping and relocating this experiment to a higher elevation to improve resilience.  Replacement of the electrical system min panels, switch boards, and motor control centers. HVAC improvements, centrifuge discharge conveyor upgrades and demolition of unused equipment will also be completed with this work.

Background Information:

GMD Operations Center was originally constructed in 2000 and found to be built for a design wind speed of 110 miles per hour (mph); this entails the ability to withstand up to a Category 2 hurricane. Hardening improvements to the GMD Administration Building would provide the buildings’ ability to withstand up to a Category 4 hurricane.

The SCBAWRF PEC was originally constructed in 2003 and found to be built for a design windspeed of 150 MPH VASD (Allowable Wind Speed Design) wind speed which would equate to approximate wind pressures of a high Category 3 hurricane storm. The SCBAWRF Dewatering Building was originally constructed in 1998 and also found to be built for a design wind speed of 150 mph VASD which entails the ability to withstand up to a Category 3 hurricane.

It has been found that with hardening improvements to the PEC building and the Dewatering Building they would incur the ability to withstand up to a Category 4 hurricane.

The Purchasing Division issued an invitation to bid on August 16, 2024. Two submittals were received with award recommendation to Rycon Construction, Inc as the lowest responsive and responsible bidder.

 

Fiscal Impact:

Total not to exceed: $2,875,999.04

 

Funding is available under General Maintenance Building South Building Hardening Project 004578A and South Cross Bayou AWRF Building Hardening for Operations Center and Dewatering Building Project 005226A, included in the FY25-30 Capital Improvement Plan, funded by Florida Resilient Grant Program funds in the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund in the amount of $4,564,000.00.

 

All deliverables must be received, defined as project completion, and all Florida Resilient Grant Program funds must be expended by June 30, 2026.
