Recommended Action

Approval and execution by the County Administrator of the Interlocal Agreement between Pinellas County and Forward Pinellas, in its role as the Pinellas Planning Council, for the development of a Housing Regulatory Toolkit.

 

                     The Advantage Pinellas Housing Action Plan calls for the creation of a regulatory toolkit to encourage the creation of housing that is diverse and affordable to a broader range of incomes, coordinated with planning for jobs, job training and transportation.

                     At present, each local government in Pinellas County is responsible for formulating and adopting its own strategies to encourage housing affordability, which has led to a fragmented regulatory environment that is difficult for developers and other housing providers to navigate.

                     A consultant will assist in drafting the Housing Regulatory Toolkit, which will provide a menu of regulatory incentives and design standards that all local governments in Pinellas County will be encouraged to use in their own communities.

                     Forward Pinellas staff will manage the project, which is scheduled to take nine months from the date of commencement.

                     Forward Pinellas and Pinellas County Housing and Community Development staff have selected the Pritchett Steinbeck Group to assist with the development of the Housing Regulatory Toolkit.

                     The budget for the project is $90,000.00, to be jointly funded by Forward Pinellas ($50,000.00) and Pinellas County ($40,000.00) per interlocal agreement.

                     Funding for this project is included for the current-year budget of the Housing and Community Development Department in the General Fund; funding for this project is also included in the current-year budget of Forward Pinellas in the Pinellas Planning Council Fund.

Summary:

The Advantage Pinellas Housing Action Plan was approved by the Forward Pinellas Board on July 12, 2023 and endorsed by the Pinellas County Board of County Commissioners of July 18, 2023. Likewise, other local governments have endorsed the Plan as well.   Part of the Plan includes the development of the Housing Regulatory Toolkit to aide all the local governments in Pinellas County in adopting a similar regulatory framework to encourage more affordable housing options.

 

Background/Explanation:

Both the Forward Pinellas Board and the Board of County Commissioners have formally approved/endorsed the Advantage Pinellas Housing Action Plan, along with other municipalities.  The development of the Housing Regulatory Toolkit is part of the Plan. 

 

Fiscal Impact:

The budget for the project is $90,000, to be jointly funded by Forward Pinellas ($50,000) and Pinellas County ($40,000) per interlocal agreement.  The contribution from Pinellas County will be payable from the County’s general fund in one lump sum payment once an invoice is received from Forward Pinellas. 

Funding for this Project is included for the current-year budget of the Housing and Community Development Department in the General Fund; funding for this project is also included in the current-year budget of Forward Pinellas in the Pinellas Planning Council Fund. 

 

Delegated Authority:

Authority for the County Administrator to sign this Interlocal Agreement is granted under Code Section 2-62 (a)(1).
