Recommended Action

Approval and execution by the County Administrator of Agreement with Infinity Engineering Group, LLC for professional engineering services pertaining to Fleet Management fuel site upgrade projects.

•                     The purpose of this continuing Consultant Competitive Negotiation (CCNA) contract is to provide the Fleet Management Department with professional engineering services for design and rehabilitation of Pinellas County fuel site locations.

•                     Approval recommendation is with Infinity Engineering Group, LLC, the sole responsive, responsible proposer per CCNA requirements in the five (5) year term amount of $550,000.00.

•                     The low interest in this contract is directly attributable to the lack of engineering firms in this market that specialize in this type work; historically, Infinity has been either the prime or sub-consultant for most engineering projects pertaining to fuel site upgrades and/or tank replacements as this work is specialized.

•                     Staff expected minimal response to this competitive solicitation due to the nature of the services.

Contract 190-0155-CN(JJ); in an estimated annual amount of $110,000.00 for a five year total of $550,000.00.

Summary:

The purpose of this contract is to provide fueling system design, engineering, and consulting services for County fuel site locations. Services will include but are not limited to: engineering reporting, design services, project administration and management, construction administration and other services as may be needed, on an ongoing basis.

Background/Explanation:

On February 3, 2020, the Purchasing Division, in accordance with CCNA requirements and on behalf of Fleet Management, released a request for proposal (RFP) to qualify professional engineering firms, with the intent to establish a contract for the highly specified service of fuel site rehabilitation services.

As this service is highly specialized, staff did not expect an abundance of vendor interest for this project.  However, the market was tested through competitive solicitation which resulted in Infinity Engineering Group’s sole submittal.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Attached is the ranking spreadsheet.

Fiscal Impact:

The upset limit over the contract term is $110,000.00 annually for a total of $550,000.00

Funding is derived from Capital Improvement Program - Fueling System Retrofits.
