Adoption of the resolution to declare a County property (Property) as surplus, grant authorization to donate Property to Pinellas County Housing Authority (PCHA), a public body corporate and politic established pursuant to Chapter 421 of the Florida Statutes, and grant authorization for the Chairman to execute the County Deed in accordance with Florida Statutes, section 125.38.
• The Property is being redeveloped as affordable housing.
• Property transfer allows PCHA to construct roads and maintain access for residents during site redevelopment.
• The County has retained access for services.
• County Departments have no objections.
• This item has no fiscal impact on Pinellas County.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest and record the County Deed and resolution in the public records of Pinellas County.

Approval of the Resolution will authorize the conveyance of the Property to PCHA; this action allows them the ability to reconstruct the roads and maintain access for current residents during site redevelopment.

Background Information:
The County is collaborating with PCHA to re-develop an outdated affordable housing community. The new development is known as Heritage Oaks (Project); will provide 80-units of affordable housing to seniors. The County needs to “Vacate” all interest in the roads so that PCHA can reconfigured the roads for the Project. The Petition to Vacate, has been submitted to the Board for approval on June 17, 2025, via Legistar 25-0732A. As an extra step, Real Property is submitting this Legistar item which releases any outstanding property interest and prevents any clouds on the title.
Fiscal Impact:
This item has no fiscal impact on Pinellas County.
