Recommended Action

Approval of the First Amendment to the Interlocal Agreement (Amendment) with the Florida Department of Health in Pinellas County (DOH) for the Pinellas County Health Program (PCHP) and the Healthcare for the Homeless (HCH) program to integrate existing substance use funding into one agreement to improve integration of care.

 

                     The original agreement enables DOH to provide healthcare services for eligible and enrolled PCHP/HCH clients at six (6) locations throughout the County as well as the Mobile Medical Unit, the Street Medicine Van, and the Bayside Clinic.

                     This amendment shifts approximately $204,000.00 in General Fund allocation, $550,000.00 in federal grant funding, and $270,000.00 in funding derived from the HCH Low-Income Pool program to allow DOH to subcontract directly for behavioral health and substance use services. The amendment also contains language clarification for utilization of the new Human Services electronic health record.

                     The County previously contracted directly with the substance use provider, this change will allow DOH increased oversight of both mental health and substance use services together for the county health program.

                     There is no additional fiscal impact due to this amendment, only a shift in funding as described above. Funding in an amount not to exceed $1,111,657.40 has been identified in the Fiscal Year (FY) 2026 adopted budget funded by the General Fund in the Human Services Department. There is an increase of approximately $1,111,657.40 to the current DOH agreement as other contracts expired. The new total annual amount not to exceed for the DOH agreement is $12,425,763.00.

Funding for this Agreement enables DOH to provide healthcare services for eligible and enrolled PCHP/HCH clients at six (6) locations throughout the County as well as the MMU, the Street Medicine Van, and the Bayside Clinic. Additionally, DOH manages and provides, through subcontracted agreements, specialty care, behavioral health services, prescription assistance program and community dental services. This Amendment shifts existing substance use services under DOH as an additional subcontracted service for increased care integration.

Background Information:

Beginning in FY25, DOH, with the support of the Human Services Department, issued a Request for Information to solicit more integrated approaches to behavioral healthcare, to include co-location in medical homes for mental health and substance use services. As part of this integration, funding from a separate Human Services substance use contract is being shifted under the DOH PCHP/HCH contract to allow them to subcontract for the more integrated model of care.

 

Fiscal Impact:

There is no fiscal impact due to this Amendment. Funding in an amount not to exceed $1,111,657.40 has been identified in the Fiscal Year 2026 (FY26) adopted budget funded by the General Fund in the Human Services Department. There is an increase of approximately $1,111,657.40 to the current DOH Agreement as other contracts expired. The new total annual amount not to exceed for the DOH Agreement is $12,425,763.00. 

 

There is no net increase of funding for services in the Human Services FY26 budget allocation.
