Approval by the Public Works Director of the grant application with the United States Environmental Protection Agency (USEPA) for the Section 105 Grant, Air Pollution Control Program.
• Application requests $748,880.00 for continued support of the County’s existing Air Pollution Control Program from October 1, 2024, to September 30, 2026. Fiscal Year (FY) 2025 ($355,410.00) and FY26 ($393,470.00).
• Estimated County match of $1,747,386.00 over a two-year project period is FY25 ($829,290.00) and FY26 ($918,096.00).
• Application submission is required by August 1, 2024.Electronic signatures are required as part of this approval process on the Application, Certification Regarding Lobbying and the Pre-Award Compliance forms.
• The County match is funded in the Public Works Environmental Management Division's Air Quality in the Air Quality Tag Fee Fund in the FY25 Proposed Operating Budget and will be proposed in the FY26 Operating Budget. The grant is on a reimbursement basis and will not be used should this portion of the FY25 not be approved.

Summary:
The purpose of this Grant Application is continued USEPA funding for the existing County Air Pollution Control Program. The funding assists in planning, developing, establishing, improving, and maintaining adequate programs for prevention and control of air pollution. The grant would provide the County $748,880.00. A required County match of $1,747,386.00 is estimated over the two-year project period. The project period is October 1, 2024, to September 30, 2026.
Background/Explanation:
The County’s air program is recognized by the USEPA and State of Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
Grant Application request is for $748,880.00 for the two (2) - year term (FY 2025 - $355,410.00; FY 2026 - $393,470.00). Matching funds are estimated at $1,747,386.00. The total project is estimated to cost $2,496,266.00. The grant is on a reimbursement basis.
Funding is derived from Public Works’ Environmental Management Division's Air Quality operating budgets for FY 2025 and FY 2026. Partial grant reimbursement revenues and associated expenditures, including County match, are included in the FY 2025 Proposed Budget.

Authority for the Director of Public Works to approve this grant application is granted under Code Chapter II, Article III, Section 2-62(a)(4) as further delegated per Administrative Memo dated March 28, 2016.
