Approval and execution by the County Administrator of Change Order No.1 (final) to the agreement with American Lighting and Signalization, LLC for the Advanced Traffic Management System/Intelligent Transportation System project-49th Street from State Road 60 to 46th Avenue North.

 

                     This project provided for enhanced traffic flow and aid in times of emergency evacuation through connection of traffic signals to the County Traffic Management Center and provide for surveillance of roadway and traffic conditions.

                     The improvements involved installation of approximately four miles of fiber optic cable and conduit, three dynamic message signs, nine closed circuit television cameras, and replacement of eleven traffic signal controller cabinets and video detection.

                     Final quantities have been tabulated resulting in a net decrease of ($143,486.50) for a for a new final agreement amount of $1,843,428.45. This is the difference between estimated and final quantities and balance of unspecified work not used.

                     The project obtained substantial completion on June 20th, 2022, and final completion on September 8, 2022. Liquidated damages do not apply, as the county received substantial and beneficial use on June 20, 2022.

                     The delay in project closeout is attributed to the time it took Duke Energy and other utility owners to make needed modifications to their equipment.

                     The original agreement for this project was approved by the Board of County Commissioners on September 10, 2020, in the amount of $1,986,914.95.

                     Funding is budgeted under the ATMS 49th St - SR60 to 46th Ave N Project 002600A included in the Capital Improvement Plan funded by the Local Option Fuel Tax and a County Incentive Grant Program agreement with the Florida Department of Transportation.

Contract No. 190-0240-CP decrease in the amount of ($143,486.50) for a for a new final agreement amount of $1,843,428.45.

Summary:

The project obtained substantial completion on June 20th, 2022, and final completion on September 8, 2022. Liquidated damages do not apply, as the county received substantial and beneficial use on June 20, 2022. The added contract time for this project can be attributed to Duke Energy and the other utilities owners on the Duke poles and the time it took them to make needed modifications to their equipment. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified as-builts required, final approval of FDOT permits, final project deliverables, final quantities of materials audit and receipt of final invoice.

 

Background/Explanation:

This project was part of an overall implementation of the Countywide ATMS/ITS effort that began in 2006 with the Board of County Commissioners adoption of the Local Option Fuel Tax (Ninth Cent Local Option Gas Tax). As part of the overall plan, this segment was constructed based on a priority list of projects developed by the Board and Forward Pinellas in 2006.

Delegated Authority:

Authority for the County Administrator to execute this Change Order No.1 final is granted under Code Section 2-62(a)(3).
