Approval and execution by the County Administrator of the Second Amendment exercise the term extension to the agreement with NDL, LLC dba Natural Designs Landscaping.
• This contract provides grounds maintenance for Public Works medians, right of way and pond out parcels.
• This Second Amendment exercises the first twenty-four (24) month extension of the agreement and increases the contract in the amount of $1,540,561.12 for a revised contract not-to-exceed amount of $3,448,122.84.
• Per code section 2-188(d), the County Administrator has the authority to approve “term extensions” awarded by the Board of County Commissioners per the pricing, terms and conditions of the original award.
• The original agreement was approved by the Board of County Commissioners on April 13, 2023, in the amount of $1,540,561.12. On February 4, 2025 the County Administrator approved a $367,000.60 increase to the contract not-to-exceed amount.
• Funding is budgeted in the Public Works Department’s General Fund operating budget.

Background/Explanation:
The original agreement was approved by the Board of County Commissioners on April 13, 2023, in the amount of $1,540,561.12. The First Amendment was approved by the County Administrator on February 4, 2025, adding $367,000.60 to allow for the provision of debris cleanup services no longer provided by inmates of the Pinellas County Jail.
