Approval and execution by the County Administrator of the Funding Agreement with Homeless Leadership Alliance of Pinellas, Inc. (HLA) for a Diversion Program.

● This Agreement continues funding for a diversion program for homeless individuals and families. The diversion program provides for two Master’s-level Diversion Case Managers and flexible funding for related client assistance.

● Funding in an amount not to exceed $134,000.00 is consistent with the Fiscal Year 2022 (FY22) Tentative Budget within the Human Services Department budget, funded by the General Fund.

Summary:

This Agreement provides continued funding for a Diversion Program for homeless individuals and families. The Diversion Program provides for two (2) Master’s Level Case Managers and flexible funding for related client assistance.

 

Background/Explanation:

As a core part of the Homeless Continuum of Care (CoC), Pinellas County has funded a diversion program to divert individuals and families from entry into the homeless response system. The program works to reduce the demand for shelter beds and homeless services by providing case management and direct services to divert households to stable housing placements prior to entering the homeless system. Strategies include: problem solving, crisis intervention, family mediation, linkage to services and flexible funding. The HLA directly delivers services under this agreement.

Since the inception of the program, HLA served 2,169 households, of which 1,165 were divertible. In FY20, 225 individuals and 163 families were successfully diverted.

 

Fiscal Impact:

Appropriation to support this agreement is consistent with the development of the FY22 Tentative Budget. 

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
