• Reject the bids received from Alpha Omega Group Logistics LLC and Gulfside Improvements LLC due to lack of demonstrated project experience and failure to submit pricing respectively.
• The contract term is twelve months with provision for four additional twelve-month extensions.
• Funding for this contract is budgeted in the Fiscal Year (FY) 2026-FY31 Capital Improvement Plan within the Coastal Management Projects program. This includes Sand Key 6th Nourishment (001516A), Long Key-Pass a Grille Nourishment (002573A), and Treasure Island 12th Nourishment Cycle (002574A), which are funded by Tourist Development Tax and State grants.

This contract provides for sand dune planting, maintenance, and vegetation services on an as-needed basis.
Pinellas County is undertaking a beach nourishment project for several beach segments to include portions of St. Pete Beach, Treasure Island, Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach, and Clearwater. Portions of the beach nourishment project include the construction of a sand dune. Constructed dunes will require vegetation to be installed under the direction of the Public Works Department.
Duration of the contract is for a period of twelve (12) months with options for an additional four (4) twelve-month extensions.

On October 30, 2025, the Purchasing Division, on behalf of the Public Works Department, released and invitation to bid (ITB) with the intent to establish a contract to provide sand dune planting. Four bids were received with award recommendation for EarthBalance Corporation in the amount of $2,069,971.20.

Contract expenditure not to exceed: $2,069,971.20
Funding for this contract is budgeted in the FY26-FY31 Capital Improvement Plan (CIP) within the Coastal Management Projects program, funded by Tourist Development Tax and State grants. The pricing proposal for $2,069,971.20 specifically includes Sand Key 6th Nourishment (001516A), Long Key-Pass a Grille Nourishment (002573A), and Treasure Island 12th Nourishment Cycle (002574A). All of which are included in the FY26-FY31 CIP. Additionally, the agreement terms permit the County to add or delete locations/services as the County deems necessary.
