Approval of the First Amendment to the agreement with C&S Engineers, Inc. for Preconstruction and Construction Services (design and construction administration) for the revised and rescoped Terminal Improvements Project (TIP) at St. Pete-Clearwater International Airport.
• The First Amendment increases the contract by $7,108,169.51 for a revised not to exceed amount of $21,439,617.26 and extends the contract by 1,132 consecutive calendar days through December 17, 2032.
• Since award of the original agreement, the TIP has been re-scoped and redesigned. The revised program now includes fourteen major project elements. and also incorporates Passenger Activity Level (PAL) 3 planning to accommodate future passenger growth.
• The expanded scope has increased the overall TIP budget from $110 million to $145 million, an increase of more than 30 percent. The project redesign, combined with its increased size and complexity, has expanded the architectural and engineering services required for both preconstruction and construction.
• The original contract was awarded by the Board of County Commissioners on May 21, 2024, in the amount of $14,331,447.75.
• This agreement will be used on an as-needed basis for various projects with no obligation to spend the full contract or to spend in any given year. Funding for this agreement is budgeted for the Fiscal Year (FY) 2026-FY31 Capital Improvement Plan with the Airport Revenue and Operating Fund as the primary funding source, which could include Airport Funds, state and local grants, and charges. In the event that future fiscal year funding is not available, the County maintains the authority to terminate this agreement.

Background Information:
The original contract was awarded by the Board on May 21, 2024, for a term of 2,000 consecutive calendar days expiring on November 11, 2029, for the entire project. This First Amendment of the rescoped project will add 1,132 consecutive calendar days to extend the term of the project to December 17, 2032, to complete the construction of the project.
The original contract amount approved by the Board on May 21, 2024, was $14,331,447.75. This First Amendment of the rescoped project will add $7,108,169.51, for a total amount of $21,439,617.26.
The purpose of the revised and rescoped project is to renovate the existing terminal building to address current functional and operational deficiencies. Planned improvements include enhancements to the existing terminal public areas, including existing hold rooms, restrooms, ticketing areas, baggage make-up areas; replacement of two jet bridges; replacement of terminal curbside canopies; and rehabilitation of sanitary sewer pipes, fire protection systems, and roof structure.
In addition to these renovations, the project will develop conceptual renderings and preliminary drawings/plans for a future terminal building capable of meeting projected passenger demand up to 4.5 million passengers annually. A portion of this terminal, referred to as the “Cornerstone”, will be constructed as part of this project.
