Approval and execution by the County Administrator of a Community Development Block Grant (CDBG) Program Subaward Subrecipient Agreement (CDBG Agreement) and an Emergency Solutions (ESG) Grant Program Subaward Subrecipient Agreement (ESG Agreement) with Society of St. Vincent de Paul South Pinellas, Inc. d/b/a St. Vincent de Paul CARES (SVdP), for operating expenses of the Bridging Families Program.
- The CDBG Agreement provides CDBG funding, not to exceed $52,778.01, for costs associated with providing emergency shelter and support services to homeless families.
- The ESG Agreement provides ESG funding, not to exceed $10,543.99, for costs associated with providing emergency shelter and support services to homeless families.
- CDBG and ESG funds will be used for operating expenses including program delivery salaries and fringe benefits, utilities, supplies, program materials, food, travel, and contract services, for the Bridging Families Program at the SVdP Center of Hope, benefitting approximately 240 homeless persons.
- The goal of the Bridging Families Program is to provide a solution-focused, housing first emergency shelter for families with children, who have no other options to end their homelessness.
- The CDBG Agreement and ESG Agreement are each effective for one (1)-year, from October 1, 2025, to September 30, 2026.
- The County received $ 2,339,516.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

Summary:
At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6, (Granicus #25-0792A), Resolution No. 25-52, approving the FY26 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY26 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.
One of the projects to be carried out under the County’s Annual Action Plan for FY26 is funding of SVdP’s Bridging Families Program for operating expenses. In order to stay within the CDBG and ESG funding cap limits, it is necessary to provide both CDBG and ESG funding to cover the total funding request for the Bridging Families Program. The CDBG Agreement and ESG Agreement will provide funding for program delivery salaries and fringe benefits, utilities, supplies, program materials, food, travel, and contract services, benefitting approximately 240 homeless persons.

Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
The County received $2,339,516.00 in CDBG funding and $205,566.00 in ESG funding for FY26. CDBG funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons. ESG funding is to be used to address the needs of homeless people in emergency or transitional shelters and to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.
The CDBG and ESG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.
The competitive application process began on January 13, 2025, with applications being due February 21, 2025. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.
Fiscal Impact:
The total amount of funding for the CDBG agreement is not to exceed $52,778.01 during the term of the Agreement. The total amount of funding for the ESG Agreement is not to exceed $10,543.99 during the term of the Agreement.
Funding for these agreements is included in the FY26 Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund.
