Approval and execution by the County Administrator of the Letter of Agreement (LOA) with the State of Florida’s Agency for Healthcare Administration (AHCA), on behalf of local hospital providers, for the Disproportionate Share Hospital (DSH) and Medicaid Low Income Pool (LIP) programs.

Summary:

On May 24, 2016, the Board of County Commissioners (Board) approved the use of up to $10.1 million dollars for Intergovernmental Transfers (IGTs) to AHCA for the Low Income Pool (LIP) and DSH programs.  Human Services recently received notification of an opportunity to assist with DSH and LIP on behalf of St. Anthony’s Hospital.   The current LOA is for a total of $2,233,192.00. 

The LOA details the arrangement for the County to provide the IGT to AHCA to increase the provision of health services for charity care to local hospitals through the DSH and LIP program.  The IGT from the County will help provide for additional funding enhancements for participating hospitals. 

 

Background/Explanation:

Pinellas County’s investment in IGTs in Fiscal Year 2015 (FY15) significantly enhanced local revenues for partnering hospitals. In FY16, there were no local opportunities for Pinellas County to participate in IGTs.  Human Services was requested to enter into the attached LOA for St. Anthony’s Hospital by Baycare Health Systems on February 27, 2017 for the current fiscal year. 

At this time, no other LOAs have been available to execute and the current proposed LOA for $2,233,192.00 does not exceed the delegated authority of $10.1 million.  Human Services will continue to work with local hospitals as new opportunities become available.

 

Fiscal Impact:

An amount not to exceed $10.1 million was previously identified in the Human Services General Fund appropriation budget for FY17 for use with IGTs.  Funding under this program is an investment that enhances services within the County. Additional hospital revenues are anticipated as a result of the IGT.

 

Delegated Authority:

Authority for the County Administrator to sign these LOAs was delegated by the Board on May 24, 2016, via Legistar item #16-557A.
