Approval and execution by the County Administrator of the FY26 Pre-Disaster Mitigation (PDM) Congressionally Directed Spending (CDS) Program grant funding application with Department of Homeland Security (DHS) through Federal Emergency Management Agency (FEMA) for Lealman Gymnasium Hardening.

 

                     Application submissions are required in order to receive grant award.

                     Grant funding pre-award and request is $2,606,000.00.

                     Funding will support the Lealman Community Hurricane Shelter Hardening Project Estimated Total $5,394,041.70.

                     A proposed cost share match of $2,788,041.70 is required or 52% of the total project amount.

                     Application Deadline for submission is July 16, 2026.

                     Board will ratify approval of this item including grant application at a future County Commission meeting.

                     Delegated authority to the Director of Emergency Management to submit the application.

                     Funding for the match portion ($2,788,041.70) of this project is included in the FY27 Budget Request.  Remaining grant funding of $2,606,000.00 if approved will require a Budget Amendment to appropriate the funds into the Emergency Management Capital Fund.

Summary:

The County Administrator is authorizing approval, submittal and signature for the FY26 PDM-CDS Program grant funding application.  The grant application closing date for Pinellas County is July 16, 2026.  The final completed grant application will be presented to the Board at a future County Commission meeting for ratification.

 

Background/Explanation:

The PDM-CDS pre-award allocates $2,606.000.00 from a Congressional appropriation approved in 2025 to Pinellas County for funding the Lealman Gymnasium Hardening Project.  A pre-award grant funding application is required to finalize details of the proposed project for alignment with the Notice of Funding Opportunity (NOFO) as presented by DHS.  Sub-application to FDEM is required no later than July 16, 2026.

 

Fiscal Impact:

A PDM-CDS Grant awards up to $2,606,000.00 with a County required match of $2,788,041.70 or 52% of the total project cost.  If approved by DHS, grant funds up to $2,606,000.00 to Pinellas County for a Lealman Gymnasium Hardening Project.

Grant award and cost match are not included in the FY27 budget request, and a budget amendment will be proposed if funding is awarded.

Delegated Authority:
