Approval of the Local Agency Program Agreement and Resolution with the Florida Department of Transportation (FDOT) for funding construction and construction engineering inspection (CEI) services on the Dunedin Causeway/City of Dunedin project.
• The project consists of permanent construction repairs along the Dunedin Causeway that sustained damage during Hurricane Helene. Restoration will focus on eroded right-of-way; shoreline stabilization; and bridge repair.
• FDOT will fund up to $1,317,790.00 for construction and CEI services. Total project cost $1,423,214.00.
• Construction and CEI services to be completed by County Staff. The County match requirement for this project is $105,424.00.
• Construction to be completed by December 2026.
• Funding for this Local Agency Program Agreement is budgeted in the Transportation Roadway Operation Budget in the General Fund. Reimbursement will be refunded to the General Fund.
FDOT FPN: 456525-2-58/68-01; Grant funding in the amount of $1,317,790.00; total project cost $1,423,214.00; Agreement term ends April 27, 2027.

Approval of the LAP agreement will provide up to $1,317,790.00 in FDOT grant funding necessary to pay for construction activities, as well as CEI services, for the Dunedin Causeway / City of Dunedin Project. The County match requirement for this project is $105,424.00. Anticipated total cost of construction of this project is $1,423,214.00. Construction is expected to be completed in late December 2026. Work will be performed by County staff.
Section 15 of the Agreement requires the County to indemnify and hold harmless the FDOT to the extent permitted by law as limited by and pursuant to the provisions of Section 768.28, Florida Statutes. County Resolution No. 06-70 prohibits the County from indemnifying others under most circumstances. FDOT will not modify the indemnification section of this Agreement as this is a standard requirement in their agreements.

Background Information:
The project consists of permanent construction repairs to critical infrastructure along the Dunedin Causeway that sustained damage during Hurricane Helene. Restoration efforts will focus on placement of fill and surface grading to restore areas of the eroded right-of-way; repair or replacement of the bag wall system to ensure shoreline stabilization and protection against future erosion; repair or replacement of the bridge fender system, including whale boards and handrails, to restore structural integrity and navigational safety. These repairs are essential to reestablish safe and reliable access to the causeway and to protect against future storm-related impacts.

FDOT will provide up to $1,317,790.00 in grant funding. The County match requirement for this project is $105,424.00. Anticipated total cost is $1,423,214.00. Funding is budgeted in the Transportation Roadway Operation Budget (Account 436011). The reimbursement will be refunded to the General Fund, Project 90018C1, Task 01.1.
