Approval of the ranking of firms and agreement with WGI, Inc. for the Crystal Beach Drainage and Roadway Improvements - Professional Engineering Services project.

 

                     This contract is for professional engineering services for the Crystal Beach Drainage and Roadway Improvements project.

                     Five firms submitted proposals that were evaluated with recommendation to award to the top ranked firm, WGI, Inc. in the amount of $1,193,200.82 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055.

                     Two certified Small Business Enterprise (SBE) sub-consultants were included in the award to WGI, Inc. The Valerin Group, Inc. and Driggers Engineering Services, Inc. for total SBE fees in the amount of $31,119.00 or approximately 2.6% of the total award amount.

                     This agreement will be effective for one thousand four hundred sixty days from issuance of notice to proceed from the County.

                     Funding for this agreement is available under Crystal Beach Drainage and Roadway Improvements project 003896A, included in the Fiscal Year 2026-2031 Capital Improvement Plan, funded by the Capital Fund in the amount of $1,193,200.82 with Local Infrastructure Sales Surtax (Penny for Pinellas).

 

Contract No. 25-0731-RFQ-CCNA in the amount of $1,193,200.82 for one thousand four hundred sixty consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The objectives of this project are to alleviate flooding, improve water quality (potable water and stormwater), improve roadway conditions, upgrade potable and sanitary sewer systems, and implement green infrastructure. Modifications to the existing drainage system shall be made to better serve the current conditions within the Crystal Beach project limits.

The overall objectives of the engineering agreement are to develop plans and specifications and provide all other professional engineering services as may be required to perform full and final design work for drainage, roadway and utility improvements. Such design work shall include development of 30%, 60%, 90% and 100% design plans and specifications, as well as post design services.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released July 9, 2025, on behalf of Public Works with submittals due August 5, 2025; the negotiation and scoping process concluded in April 24, 2026.
   
The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.
