Award of bid to Janco FS3 LLC d/b/a Velociti Services to provide Bridge Tending Services.
• This contract will provide bridge tending services at the County’s two drawbridges:
o Dunedin Causeway Bridge, bridge number 150068
o Park Boulevard Bridge, bridge number 154355
• Two bids were received, with award recommendation to Janco FS3 d/b/a Velociti Services as the lowest responsive and responsible bidder in the amount of $2,055,787.20 for a sixty-month term.
• This contract replaces the current contract (189-0265-B), which has a sixty-month price of $1,604,247.60. The price increase of 22% over the current term of the contract is due to market price increases over the past five years.
• This contract is consistent with and partially budgeted for in the Fiscal Year 2025 Budget in the County Transportation Trust Fund in the Public Works Department. If costs exceed the budgeted amount in any given year, lapse funds will be used to cover funding derived from the County Transportation Trust Fund. This contract has a fiscal non-funding clause, should this portion of the budget not be approved.

Summary
This contract provides 24-hour bridge tending services for the Dunedin Causeway Bridge and the Park Boulevard Bridge. The contractor must conform to the duties and responsibilities for bridge tenders as outlined in the County Bridge Tenders Manual and Training Guide.
This is a sixty (60) month contract with a one-time price adjustment available 12 months after the date of award, in an amount not to exceed the average of the Consumer Price Index (CPI) or 3%, whichever is less.

Background Information:
On June 18, 2024, the Purchasing Division, on behalf of the Public Works Department, released and Invitation to Bid with the intent of establishing a replacement contract for Bridge Tending Services.
This contract replaces the existing bridge tending services contract expiring on August 31, 2024.
Fiscal Impact:
Sixty (60) month contract not-to-exceed amount: $2,055,787.20
The $2,055,787.20 over 60 months averages $411,157.44 per 12-month period. The contract is consistent and partially included in the FY25 Budget at $231,000 for bridge tending services. If during year 1 costs exceed the budgeted amount, lapse funds will need to be used to cover those costs.
