Approval of the award of bid to TLC Diversified, Inc. for the construction of the William E. Dunn Offsite Reclaimed Water Pump Station Improvement Project (003747A) (Rebid).

 

                     This contract will provide improvements to the William E. Dunn Offsite Pump Station. This includes the replacement of 4 vertical turbine pumps, 4 automatic strainers, expansion of the existing electrical building, electrical switchgear, motor control centers, variable frequency drives, and Supervisory Control and Data Acquisition improvements, including a new local control panel with a programmable logic controller, a diesel generator system, flow meters, valves, and associated piping. 

                     Award recommendation is to TLC Diversified, Inc. as the lowest responsive and responsible bidder in the amount of $13,898,000.00.

                     All work is to be completed within 750 consecutive calendar days.

                     The Small Business Enterprise program commitment for this project is 7%.

                     Funding is available under William E. Dunn Offsite Pump Station Improvements Project 003747A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund, in the amount of $15,440,000.00.

 

Contract 24-0876-ITB-C in the amount of $13,898,000.00 with all work to be completed within 750 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for the required construction improvements for the Offsite Reclaimed Water Pump Station located at the W. E. Dunn Water Reclamation Facility.

Work includes replacement of four vertical turbine pumps; four automatic strainers, expansion of the existing electrical building; replacement of the electrical switchgear, motor control centers and variable frequency drives; SCADA improvements including a new Local Control Panel with a programmable Logic Controller; a diesel generator system; flow meters, valves, and associated piping.  Work will also include piping, valving, and metering to allow surplus Reclaimed water to be pumped from the County’s Interconnect PS located in Oldsmar back to the Dunn plant’s reclaimed pond.

Background Information:

The Dunn Offsite Reclaimed Water Pump Station Improvements: The pump station was originally constructed in 1987. In 1998, modifications were made to add four strainers on the discharge side of the pumps. Components including the vertical turbine pumps, electrical gear and strainers have reached the end of their useful service life. The pump station provides Reclaimed water to the north county’s public access reuse system as well as providing critical in-plant water needed to support various treatment processes.  The pumps are not able to operate in the preferred operating range and therefore are not able to provide the design flow rates needed. Recently, the pumps have required significant maintenance and have been rebuilt multiple times. 

The Purchasing Division issued an invitation to bid on June 3, 2024. Two submittals were received with award recommendation to TLC Diversified, Inc. as the lowest responsive responsible bidder.
