Approval and execution by the County Administrator of the contract with A&M Capital Partners, LP and AMCP Paramedics Corp Holdings, LP to Grant Avenue Capital, LLC and Brave GAC Holdings, LP for ambulance services.

 

                     This contract provides ambulance services throughout Pinellas County for the Safety and Emergency Services Department.

                     The First Amendment is for the assignment of contract with A&M Capital Partners, LP and AMCP Paramedics Corp Holdings, LP to Grant Avenue Capital, LLC and Brave GAC Holdings, LP for ambulance services.

                     The Agreement was approved by the Board of County Commissioners on October 1, 2024.

                     This assignment of contract has no fiscal impact on Pinellas County.

Summary:

Amendment No. 1 provides for contract assignment from A&M Capital Partners, LP and AMCP Paramedics Corp Holdings, LP to Grant Avenue Capital, LLC and Brave GAC Holdings, LP for Ambulance Services

On November 10, 2025, A&M Capital Partners, LP and AMCP Paramedics Corp Holdings, LP., was acquired by Grant Avenue Capital, LLC and Brave GAC Holdings, LP. Grant Avenue Capital, LLC and Brave GAC Holdings, LP have agreed to assume all obligations and liabilities under the contract by virtue of the assignment. All other pricing, terms, and conditions remain the same.

 

Background/Explanation:

On October 1, 2024, the Board of County Commissioners approved the Agreement in the not to exceed amount of $491,358,925.00.

 

Fiscal Impact:

Current expenditure not to exceed: $491,358,925.00.

 

Funding for this agreement is provided for by the EMS Fund utilizing ambulance User Fee Revenues.

 

This is consistent with the FY26 budget.

 

Note: The Not to Exceed amount includes reimbursement for system wide medical supplies, anticipated inflation, and transport growth but does not include unanticipated transport demand during a disaster or EMS emergency.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62(a)(2).
