Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the Third Amendment to the purchase authorization with W.W. Grainger, Inc. (Grainger) for requirements of maintenance, repair, and operating (MRO) supplies to extend this purchase authorization to co-term with State of Florida Contract.

•                     This purchase authorization provides maintenance, repair, and operating supplies Countywide. Typical products purchased include, but are not limited to, personal protective equipment, chemicals, janitorial supplies, trash bags, hand soap, lightbulbs, electric parts/equipment, HVAC parts/supplies and hand tools.

•                     This purchase authorization includes the Grainger vending machine program, which has been in place since 2012, providing a secure and efficient method to provide MRO supplies to large departments such as Parks and Conservation Resources, Public Works, Administrative Services - Facilities and Real Property Division, and Utilities.

•                     This Third Amendment increases the purchase authorization in the amount of $2,452,000 for a revised total not to exceed amount of $7,047,000.00 and extends the contract for an additional twelve (12) months to align with the State of Florida contract for another year through June 30, 2024. This increase provides sufficient funds through the end of the contract term June 30, 2024.

•                     The large increase in expenditure over the next twelve months is attributable to the Facilities and Real Property Division purchasing most of their supplies through Grainger’s Keep Stock Program as an efficiency/inventory control process recommended through a third-party study of Facilities Operations.  While the increase is large, other supply contracts are no longer needed and will offset the large increase to the Grainger purchase authorization.

•                     Utilization of the Grainger Keep Stock Program will greatly increase inventory control and reduce shrinkage, obsolescence and administrative time “shopping” for parts and materials.

•                     Pricing for this purchase authorization is per the State of Florida Contract No. 31160000-20-NASPO-ACS: NASPO ValuePoint Master Agreement No. 8496 for Facilities MRO and Industrial Supplies; the County Administrator has authority to approve purchases in any amount from State of Florida awarded contracts, per Code Section 2-185.

•                     On September 24, 2020, the County Administrator approved this purchase authorization in the amount of $2,850,000.00 for a twelve (12) month term period. On November 07, 2022, the County Administrator approved the First Amendment which increase the contract in the amount of $925,000.00. On February 17, 2023, the County Administrator approved the Second Amendment which increased the contract in the amount of $820,000.00.

•                     This is budgeted for in FY23 and FY24 and uses multiple Funds, Centers, Accounts, and Programs.
