Approval and execution by the County Administrator of Change Order No. 1 Final with Preferred Materials Inc. for Fiscal Year (FY) 2024 Pavement Preservation - Package 1.

 

                     The proposed FY24 Pavement Preservation Package 1 contract consists of milling and resurfacing, pavement marking, detector loops and traffic control required to complete the four projects

o                     Bryan Dairy Road (72nd Street - U.S.19 in Largo/Pinellas Park)

o                     Local Group 145 (82nd Avenue North - 90th Avenue North in Seminole)

o                     Local Group 94 (71st Street North - 62nd Street North in Pinellas Park)

o                     Local Group 62 (CR 1 - Foxcroft Drive East in Palm Harbor).

                     The project was substantially complete on December 15, 2024, and obtained final completion on May 22, 2025. Liquidated damages do not apply, as the county received substantial and beneficial use on December 15, 2024. Representatives of the Public Works Construction Management Division conducted final inspections of the project for all work performed under the contract.

                     Final quantities have been tabulated, resulting in a net decrease of ($352,923.40).

                     Funding for this agreement is reflected in the FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.

 

Contract No. 23-0831-ITB-C decreased in the amount by ($352,923.40) for a revised total of $3,583,469.60.

Summary

The project was substantially complete on December 15, 2024, and obtained final completion on May 22, 2025. Liquidated damages do not apply, as the county received substantial and beneficial use on December 15, 2024. Representatives of the Public Works Construction Management Division conducted final inspections of the project for all work performed under the contract. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk-through inspections with project stakeholders, completion of punch list items, final testing, project acceptance, and receipt of final invoice and closeout documents. Final quantities have been tabulated resulting in a net decrease of ($352,923.40). This is the difference between estimated and final quantities and the balance of unspecified work not used.

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
