Recommended Action

Approval of the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for design and construction associated with the New Parking Garage at the St. Pete-Clearwater International Airport (PIE).

 

                     This grant represents additional revenues from FDOT’s District 7 Aviation Fund.

                     The grant billings will be distributed on a reimbursable basis.

                     This grant provides essential funding to support PIE in design and construction of the new parking garage on the Strawberry Parking Lot, as well as associated surface parking.

                     The expiration date of this PTGA is June 30, 2029.

                     This grant is budgeted in PIE’s Fiscal Year 2026 Budget in the Airport Revenue and Operating Fund. The amount of this grant is $3,750,337.00 and has a County match of $3,750,337.00 (FDOT’s share is 50% of eligible costs). In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

Summary

This grant will assist PIE with the new 2,000 space parking garage that is about to begin the design phase.  The project is also being designed to provide intermodal access with buses and the parking garage will facilitate the intermodal movement of people and goods at PIE.

Background Information:

PIE has faced longstanding challenges in meeting parking capacity requirements, despite the availability of Uber, Lyft, Turo, and on-site rental car providers.  PIE reached full capacity during the July 4th holiday in 2025 and continues to face significant challenges keeping up with parking demand. 

Aside from the new parking garage, this grant will also assist in moving vehicles and buses to and from the terminal building with a new roundabout and signage that will help passengers find parking spaces quickly and easily.

The PTGA’s scope of work includes but is not limited to consultant and design fees, survey and geotechnical costs, permitting, construction inspection and material testing costs, mobilization and demobilization, maintenance of traffic, erosion control, demolition, pavement (access roadways, parking lots, and sidewalks), drainage, utilities, primary and back-up power supplies, building (foundation, structure, roof, mechanical, electric and plumbing, drainage, and fire prevention and protection), pavement markings, lighting and signage, fencing and gates, outdoor lighting, landscaping, and indoor/outdoor security systems, including all materials, equipment, labor and incidentals required to complete the building project.

 

Fiscal Impact:

While the current approved allocation through FY30 is $46,250,000.00, more recent projections indicate a total cost estimate of $61,500,000.00 due to lower than anticipated estimates during preliminary planning.
