Recommended Action

Approval of the grant agreement with the United States Department of Transportation Federal Highway Administration (USDOTFHA) for the Advanced Transportation Technology and Innovative Program for the Pinellas Advanced SmartTracs System (PASS) project.

                     Board of County Commissioners approved the grant application for funding PASS project on March 5, 2024. 

                     USDOTFHA notified County Application was selected for award on October 24, 2024.

                     Grant amount is $2,000,000.00 for Fiscal Years 2026-2030. County match to fund PASS project is $6,333,620.00.

                     Anticipated date of project completion is March 31, 2030.

                     Funding is budgeted under the Advanced Transportation Management System New Technologies Program, Project 004974A, included in the Capital Improvement Plan, funded by a one-time transfer of $18,000,000.00 from the General Fund into the Transportation Trust Fund for new technologies for the Advanced Transportation Management System/Intelligent Transportation System.

Total cost of the PASS project is approximately $8,333,620.00; Grant award is $2,000,000.00; County Match is $6,333,620.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The ATTAIN Grant Agreement amount is $2,000,000.00 for Fiscal Years (FY) 2026-2030. The necessary county match is $6,333,620.00. This Grant funded project is considered a demonstration project to determine if the equipment installed helps facilitate improved traffic safety and flow. Anticipated date of completion is March 31, 2030.

The Grant allows creation of a County PASS project. The project will deploy, evaluate, and document multiple operational systems that support goals related to safety, mobility, efficiency, environmental impact, equity, return-on-investment by implementation of cutting-edge technology and deployment of smart detection systems. PASS is intended to improve traffic flow along major arterial roadways, reduce traffic related fatalities and injuries, minimize transportation related emissions, and provide reliable transportation alternatives for the under-served population.

Background Information:

The Advanced Transportation Technologies and Innovative Mobility Deployment (ATTIMD) program, also known as ATTAIN program, provides funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment.

 

Fiscal Impact:

Funding for this project is budgeted under the ATMS New Technologies Program, Project 004974A, included in the Capital Improvement Plan, and funded by a one-time transfer of $18,000,000.00 from the General Fund into the Transportation Trust Fund. The objective is to improve residents’ quality of life by moving traffic more efficiently on major corridors across the County via the Advanced Transportation Management System/Intelligent Transportation System (ATMS/ITS). Total cost of the PASS project is approximately $8,333.620.00; Grant award is $2,000,000.00 (24%); County Match is $6,333,620.00 (76%).
