Approval and execution by the County Administrator of the Emergency Second Amendment with Family Endeavors, Inc. d/b/a Endeavors for Shelter Staff and Clinical Behavioral Health Staff Support Services.
• This Second Amendment for Shelter Staff and Clinical Behavioral Health Staff Support Services will add $1,050,880.00, for a revised total of not more than $2,694,680.00.
• The First Amendment provided an increase of $1,000,000.00 for a revised contract total not to exceed $1,643,800.00.
• Funding for this contract has been made available from reserves for Hurricane Milton's recovery. A portion of the costs incurred will likely be offset with reimbursement from the Federal Emergency Management Agency and the State of Florida.
Contract No. 23-0509-RFP in the amount of $2,694,680.00 through July 17, 2026.

Summary:
This Second Amendment provides emergency shelter staff and emergency shelter clinical/behavioral health staff to support the general population in the event of a disaster or state of emergency.
Emergency shelter staff will support functions such as client intake, dorm management, meal distribution, shelter demobilization, and resource distribution.
Clinical/behavioral health shelter staff will provide services to include mental health support, trauma-informed care, harm reduction, acute mental health de-escalation, public health protocols as appropriate, and shelter resident outreach/engagement to ensure stability.
Background/Explanation:
Pinellas County Human Services (HS) partners with Pinellas County Emergency Management (EM), Pinellas County Emergency Medical Services (EMS), the Pinellas County School Board (PCSB), the Florida Department of Health in Pinellas County (DOH), the Pinellas County Sheriff’s Office (PCSO) and other key partners to support the opening and operation of locations used as shelters for disasters/state of emergency. Potential natural and man-made hazards that may affect Pinellas County include coastal/rainfall flooding, freezes, lightning and thunderstorms, tornados, wildfires, urban fires, sinkholes, hazardous material incidents, power failures, terrorism, and hurricanes.
