Recommended Action

Approval of the ranking of firms and execution by the County Administrator of the agreement with Kimley-Horn and Associations, Inc., for the Joe’s Creek Industrial Park Master Plan.

 

                     This contract will provide services pertaining to the master plan for Joe’s Creek Industrial Park.

                     Two submittals were received, with award recommendation to Kimley-Horn and Associations, Inc. as the highest ranked firm.

                     This contract is effective for a period of ten (10) months in the total not to exceed amount of $250,000.00.

                     Funding for this agreement is included in the current-year budget of the Lealman CRA in the Lealman CRA Trust Fund.

                     The evaluation team that reviewed the submittals included representation from County staff, the Lealman CRA Advisory Committee, and a local property owner from the Industrial Park.

 

Contract No. 24-0461-RFP in the total not to exceed amount of $250,000.00, effective for 10 months.

Summary:

The project includes evaluation of real estate/market conditions and potential assessment of infrastructure and public facility impacts, as well as future potential infrastructure needs; comprehensive plan recommendations, including goals, objectives, policies, and strategies; land use recommendations and required submittal information for changes to the County’s Future Land Use Map (FLUM) and the Countywide Plan Map, including those required for change to a Targeted Employment Center (TEC) - Local designation, as well as a potential activity center or planned redevelopment district category designation; zoning change recommendations to the County’s zoning atlas and a master plan vision map and other stormwater infrastructure improvements.

 

Background/Explanation:

The Purchasing Division, on behalf of Pinellas County Housing and Community Development Department (HCD), released a request for proposal on March 7, 2024. Two submittals were received with award recommendation to Kimley-Horn and Associations, Inc., as the highest-ranked firm and recommended for award by the Housing and Community Development Department.

 

Fiscal Impact:

Agreement not-to-exceed:                     $250,000.00

 

Funding for this agreement is included in the current-year budget of the Lealman CRA in the Lealman CRA Trust Fund.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Agreement is granted under Code Section 2-180.
