Approval and execution by the County Administrator of the First Amendment to the agreement with URS Corporation Southern (URS) for professional engineering consulting services - Project Development and Environmental Study (PD&E Study) for the Dunedin Causeway Bridge Project (PID 000423A).
Contract No. 134-0092-NC (SS) and PID No. 000423A in the amount of $40,148.13 for a revised amount of $1,396,581.86 through December 31, 2018.

Summary:
This contract is for consulting services to evaluate the rehabilitation or replacement of Dunedin Causeway Bridges 150067 and 150068, approaches, and public access to recreation areas on the causeways. The purpose of the First Amendment to the agreement is to extend the term of the engagement through December 31, 2018 for the purpose of finalizing the PD&E study. URS is actively working on the alternatives analysis based upon input from the Board of County Commissioners (Board) on August 23, 2016.
Background/Explanation:
On November 18, 2014, the Board approved the original agreement with URS to develop a PD&E study of the Dunedin Causeway Bridge Project.
Based upon information gathered from the Board on January 24, 2017, staff has modified the existing contract to provide additional evaluation of current climate science data and guidance for new bridge construction. These requirements have been added to allow for the evaluation of potential impacts of Sea Level Rise (SLR) on the proposed alternatives identified in the PD&E study, including the no-build scenario. This will provide a summary of the combined effects of bridge design criteria, storm surge, wave crest elevations, and SLR over the life of the bridge structure, the approaches and surrounding area.
The data collected will be used to identify the impacts to the natural and built environment of each bridge alternative, including the no-build option and corresponding mitigation strategies. The study will also include estimate for additional costs due to the impacts of SLR
Additional time and funds are needed to complete the added SLR study. Staff anticipate bringing the results back to the Board in July 2017. The anticipated schedule and tasks for completing the PD&E are shown below:
