Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with the City of Tarpon Springs (City) for CDBG funded park improvements.
• This Agreement provides CDBG funding, not to exceed $35,999.86, for costs associated with improvements including the replacement of outdoor park exercise equipment, installation of cement surfacing under equipment, and installation of safety signs at the City’s Exercise Park, benefitting 1,430 low- and moderate-income residents.
• The Exercise Park provides free access to easy-to-use outdoor exercise equipment for residents of all fitness levels. The Exercise Park is located at 230 East Live Oak Street, Tarpon Springs, FL 34689, in the locally designated Tarpon Springs Target Area, a low- and moderate-income area.
• The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.
• The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
• Funding for this Agreement is included in the Fiscal Year 2025 (FY25) Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund. Body

Summary:
At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution 24-46 approving the FY25 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY25 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.
The City of Tarpon Springs Exercise Park Improvements Project was one of the specific projects approved for funding. This Agreement will provide funding for the City’s project to replace the outdoor exercise equipment, install cement surfacing under the equipment, and install safety signs at the Tarpon Springs Exercise Park, located at 230 East Live Oak Street, Tarpon Springs, FL 34689.
The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.
Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
The County received $2,338,964.00 in CDBG funding for FY25. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.
The competitive application process began on January 10, 2024, with applications being due February 16, 2024. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $35,999.86 during the term of the Agreement. Funding for this agreement is included in the FY25 Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
