Approval and execution by the County Administrator of the funding agreement with Suncoast Center, Inc. (Suncoast) for specialized medical assessments conducted by the Child Protection Team (CPT).
• This Agreement provides funding for the CPT Program to conduct medical assessments for children ages birth through seventeen.
• Suncoast provided 1,118 examinations in FY18 and 1159 in FY19, and thus far has provided 722 examinations in the first three quarters of FY20.
• Funding in an amount not to exceed $105,000.00 annually ($525,000.00 for 5 years) has been included in the Human Services’ Fiscal Year 2021 (FY21) Proposed Budget within the General Fund.
• This Agreement will commence on October 1, 2020, and expire on September 30, 2025.

Summary:
This Agreement provides funding for the CPT to administer specialized medical assessments to children ages birth through seventeen (17) who have been reported to the Florida Abuse Hotline and whose situation is currently under investigation by the Pinellas County Sheriff’s Office Child Protection Division.
Background/Explanation:
The CPT provides specialized medical assessments of children who are alleged to be victims of abuse or neglect, including medical examination and diagnostic assessments such as behavioral health evaluations and psychological/ neuropsychological evaluations, when indicated. Section 39.304(5), Florida Statutes, mandates that the County in which the allegedly abused child resides shall bear the initial costs of the diagnostic medical assessment.
Suncoast provided 1,118 examinations in FY18 and 1159 in FY19. and thus far has provided 722 examinations in the first three quarters of FY20. County funding supports approximately 50% of total program costs. Remaining costs are covered by Medicaid and the Crime Victim Compensation Fund.
Fiscal Impact:
Funding in the amount of $105,000.00 is consistent with the FY21 Proposed Budget.
Delegated Authority:
Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
