Approval by the Department Director of the Notice of Intent to submit an application for Florida Department of Children and Families’ (DCF) Criminal Justice, Mental Health, and Substance Abuse (CJMHSA) Reinvestment Grant.

 

                     DCF’s CJMHSA Reinvestment Grant is provided to enhance or implement programs that promote public safety, avert future justice spending, and improve access to treatment services for justice-involved individuals.

                     The required Notice of Intent informs the DCF of our County's intent to respond to the solicitation entitled "CJMHSA and Reinvestment Grant,” DCF RFA 2324 011.  The County may designate an entity to submit the final selected application.

                     As required by the grant, the Pinellas Public Safety Coordinating Council (PSCC) will solicit application proposals for review and selection at the next scheduled meeting on December 18, 2023.

                     The PSCC’s recommendation will then be presented to the Board of County Commissioners at their January 30, 2024 meeting.

                     The grant application submission is due to DCF by February 26, 2024.

                     This grant opportunity provides up to $400,000.00 per year over three years ($1,200,000.00 total).  A 100% in-kind match is required.

Background Information:

The CJMHSA Reinvestment Grant Program was created by the 2007 Florida Legislature by s.394.656, F.S., and is housed within the Department of Children and Families. The purpose of the grant funding is for counties to plan, implement, or expand initiatives that increase public safety and avert increased spending on criminal and juvenile justice systems.

Pursuant to §394.657, F.S., the Board of County Commissioners must designate a county Public Safety Coordinating Council established under §951.26, F.S., or the Board must designate another criminal or juvenile justice mental health and substance abuse council or committee as the planning council or committee for the Reinvestment Grant Program. The designated County Planning Council or Committee, in coordination with the county offices of planning and budget, must make a formal recommendation to the Board of County Commissioners regarding how the Reinvestment Grant Program may best be implemented within a community.  The Board of County Commissioners approved the Designation of the Public Safety Coordinating Council as the Planning Council for Criminal Justice Reinvestment Grant Distribution at the October 16, 2007 meeting.

 

Fiscal Impact:

If awarded, the CJMHSA Reinvestment grant will provide up to $400,000.00 per year for three years ($1,200,000.00 total).  An in-kind match equal to the award amount is required. 

 

Delegated Authority:

Authority for the Department Director to sign the Notice of Intent for the grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
