Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (First Amendment) with Boys & Girls Clubs of the Suncoast, Inc. (Boys & Girls Clubs) for CDBG funded facility improvements.

 

  • This First Amendment provides an additional $17,073.55 in CDBG funding, for a total CDBG investment of $67,323.55, to cover increased material and labor costs and weather proofing a concrete portion of the roof at the Boys & Girls Clubs’ Tarpon Springs facility, benefitting approximately 160 low- and moderate-income community youth.
  • This First Amendment also increases the amount of required property insurance, to an amount equal to total project construction costs.
  • This First Amendment does not change the term or the restriction period of the Agreement. The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025. Use of the property is restricted to serving low-and moderate-income youth through October 1, 2031.
  • On December 19, 2024, the County provided CDBG funding to the Boys & Girls Clubs for costs associated with the replacement of the roof at the Tarpon Springs facility, located at 111 West Lime Street, Tarpon Springs, in the locally designated Tarpon Springs Target Area, a low- and moderate-income area.
  • Funding for this Agreement is sufficiently included in the current Fiscal Year 2025 (FY25) budget for the Housing and Community Development (HCD) Department in the Community Development Grant Fund.

Summary:

This First Amendment to Agreement CD24BGCTS provides additional CDBG funding and increases the amount of required property insurance coverage Boys & Girls Clubs must carry through the term of the Agreement. The term and restricted period of the Agreement remains unchanged.

The construction project includes the replacement of the roof at the Boys & Girls Clubs Tarpon Springs facility. During the project, labor and material costs increased and a portion of the roof was revealed to be concrete and requires special weather proofing and adhesive to allow the new roof to stick and be sustained. The County is providing an additional $17,073.55 to complete the project.

As a result of the additional funding being provided, it is necessary to increase the amount of property insurance Boys & Girls Clubs must carry on the property to equal the amount of the CDBG funded construction costs.

This First Amendment does not change the term or the restriction period of the Agreement. The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025. Use of the property is restricted to serving low-and moderate-income youth through October 1, 2031. 

 

Background/Explanation:

On July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item#43 (Granicus #24-1067A), Resolution #24-46, which approved the 2024-2025 Annual Action Plan (Action Plan). The Boys & Girls Clubs Tarpon Springs Facility Rehabilitation Project was approved as a facility rehabilitation in the Action Plan.

On December 19, 2024, the County provided $50,250.00 in CDBG funding to the Boys & Girls Clubs for costs associated with the replacement of the roof at the Tarpon Springs facility, located at 111 West Lime Street, Tarpon Springs, in the locally designated Tarpon Springs Target Area, a low- and moderate-income area.

The Agreement was effective for one (1) year, from October 1, 2024, to September 30, 2025. Use of the property is restricted to serving low-and moderate-income youth through October 1, 2031. 

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $67,323.55 during the term of the Agreement. Funding for this Agreement is sufficiently included in the current FY25 budget for the HCD Department in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to execute this Agreement is granted under Code Section 2-62 (a)(1), Resolution No. 24-46.
