Approval of the award of the bid to Preferred Materials, Inc. for Fiscal Year (FY) 2027 Pavement Preservation - Package 4.
• The proposed FY27 Pavement Preservation Package 4 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following five projects:
o Project A-PID 006765A- Alderman Road - ALT 19 to Regal Oaks Boulevard Resurfacing (Palm Harbor)
o Project B-PID 006835A - Local group 137 - Resurfacing (Palm Harbor)
o Project C-PID 006769A - Local Group 214 Resurfacing (Palm Harbor)
o Project D-PID 006827A- Local Group 231 Resurfacing (Seminole)
o Project E-PID 006828A- Local Group 237 Resurfacing (Clearwater)
• Four bids were received with an award recommendation to the lowest responsive and responsible bidder, Preferred Materials, Inc., for $5,400,093.72 received from Preferred Materials Inc., which was 20.12% under the Engineer’s Estimate.
• The Small Business Enterprise commitment is 7% for this contract.
• All work will be completed within 210 consecutive calendar days.
• Funding for this contract is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.
Contract No. 26-0364-ITB-C, for $5,400,093.72, with all work to be completed within 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
On July 10, 2026, the Purchasing Division, on behalf of the Public Works Department, advertised an invitation to bid. Four (4) bids were received, with an award recommendation to Preferred Materials for $5,400,093.72 as the lowest responsive and responsible bidder. This bid was opened on August 18, 2026, and the department recommendation to award the contract was received on August 28, 2026.
As part of our Annual Pavement Preservation Program multi-year work order contracts have regularly been used to complete large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the four included projects are completed in a timely fashion as part of the FY 2027 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the metric used to determine the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI number and improve pavement quality within these communities.
Fiscal Impact:
Funding for this agreement, is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.
In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
