Summary:

This amendment realigns appropriation from the General Government cost center to the Supervisor of Elections cost center within the General Fund.  Appropriation is needed for costs associated with the 2016 Congressional and State Senate Redistricting.

 

Background Information:

On August 21, 2015, the Supervisor of Elections notified the Board that the Florida State Legislature was holding special sessions to redraw Congressional and State Senate Districts. The process has been completed, and the final maps have been approved by the Florida Supreme Court.  The additional funding is needed for state-mandated costs associated with the redistricting such as address list maintenance, printing and mailing voter cards to all registered voters, and printing new congressional, senate, and precinct maps.

 

Fiscal Impact:

This amendment realigns $165,970.00 from General Government - Reserve for Contingencies to the Supervisor of Elections.  This funding, combined with an increase of $241,030.00 to the FY16 transfer for the Supervisor of Elections, will allow for the total requested appropriation of $407,000.00.

 

On February 9, 2016, the Board approved Board Budget Amendment 15-11 (Legistar File ID 16-119A) to realign FY15 appropriation of $241,030.00 from General Government - Reserve for Contingencies to the Supervisor of Elections due to expenses for electronic poll books and municipal goods budgeted in FY16, but received in FY15. To offset this increase in FY15, the transfer to the Supervisor of Elections was reduced for FY16. This action did not require a budget amendment. To help fully address the current request, this reduction in the FY16 transfer will be reversed. This action also does not require a budget amendment.
