Summary
The Utilities Director approved submission of grant application, by delegated authority on August 12, 2024, per Legistar No. 24-0792D. Approval is now requested to accept the Notice of Award, including all terms and conditions, from the USEPA Community Grants - Sustainable Water Infrastructure Program for the Pinellas Park Interceptor Collection System Improvements project design. Total cost is estimated at $2,500,000.00 million, with this award providing $700,000.00. A County match of $175,000.00 is required. Award costs are allowable beginning July 1, 2024, through September 30, 2025.
This project consists of design and engineering services for the Pinellas Park Interceptor Collection System Improvements. The County will upgrade and install liners to the existing 42-inch sewer gravity interceptor to strengthen the pipe, seal all potential cracks, minimize the coefficient of pipe friction, and extend its useful life. The County will also construct approximately two miles of 24-inch parallel bypass sanitary sewer force main to capture the excessive flows during wet weather events along Belcher Road from 84th Avenue North to the County’s South Cross Bayou Advanced Water Reclamation Facility. The County will upgrade the City of Pinellas Park’s sanitary sewer lift station 31 and replace the City’s existing 20-inch force main by approximately 1.10 miles of pipe from 102nd Avenue North to 84th Avenue North, with a new 24-inch force main.
The County has an executed Joint Project Agreement (JPA) with the City of Pinellas Park to fund and complete their portions of the project.

Background Information:
The County's existing infrastructure is old, outdated, and has passed the end of its useful life. The proposed project upgrades will avoid potential emergency pipe breaks, sewer service interruptions, sewer mixing, contamination of water bodies, road depression and traffic impacts. The County received a congressional appropriation for this project in the FY 2022 federal Consolidated Appropriations Act (P.L. 117-103), and includes drinking water, wastewater, stormwater infrastructure, and water quality protection projects.
Fiscal Impact:
The grant funded expenditures and corresponding revenue are budgeted in the FY 2025-2030 Capital Improvement Program under Pinellas Park Interceptor Collection System Improvements Project 003147A in the amount of $700,000.00 in FY 2025. A County match of $175,000 is required. Award costs are allowable beginning July 1, 2024, through September 30, 2025.
