Approval and execution by the County Administrator of two (2) Land Use Restriction Agreements (LURA) for Community Development Block Grant (CDBG) funded affordable single-family homes.

                     On June 7, 2022, the County provided $250,000.00 of CDBG funding, through a mortgage and promissory note, as recorded in Official Records (O.R.) Book 22092, Page(s) 618-630, and modified on June 30, 2025, as recorded in O.R. Book 23213, Page(s) 544-547, to Habitat for Humanity of Pinellas County, Inc. (Habitat) for the acquisition of a parcel of land to be used for the construction of single-family homes.

                     The LURAS will restrict the sale of the properties to buyers whose household income does not exceed 80.0% of the Area Median Income, as required by CDBG regulations.

                     The restricted affordability period begins on the date each homebuyer purchases the home. Resale of the properties will be limited to an income eligible buyer for 15 years.

                     The properties are located at 2229 13th Lane SW and 2237 13th Lane SW, in Largo, FL.

                     Authority for the County Administrator to sign the LURAS is granted by Resolution No. 24-46.

                     The LURAS have no fiscal impact on the County.

Summary:

County funding assistance was provided through the ownership housing development program to Habitat for the acquisition of a parcel of land to be used for the development and construction of single-family homes to be sold to income eligible buyers.

Execution of the LURAS will restrict the future resale of the properties to buyers whose household income does not exceed 80.0% of the Area Median Income. The restricted period for each property begins on the date each homeowner purchases a home, which is anticipated to be July 23, 2025. Resale of the properties will be restricted to income eligible buyers for 15 years.

The addresses and homebuyers for each of the new affordable homes will be Melissa Lynn Hamel, 2237 13th Lane SW, Largo, FL 33778 and Falicia Denise Hill, 2229 13th Lane SW, Largo, FL 33778.

 

Background/Explanation:

At the July 30, 2024, Board meeting, the Board approved agenda item # 43 (Granicus #24-1067A), Resolution 24-46, approving the County’s 2024/2025 Annual Action Plan and authorizing the County Administrator to sign Land Use Restriction Agreements.
