Approval of the ranking of firms and agreement with Fleischman and Garcia Architects and Planners, AIA, PA d/b/a Fleischman Garcia Maslowski (Fleischman) for professional design services for the East Lake Community Library expansion.
• This contract is for professional design services for the East Lake Community Library expansion.
• Six firms submitted proposals and were evaluated with recommendation to award to the top ranked firm, Fleischman, in the amount of $765,193.00 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055. This amount includes $50,000.00 in contingency funds.
• Six certified Small Business Enterprise (SBE) sub-consultants were included in the award to Fleischman Garcia Maslowski: AREHNA, Beckley, Coastal Design, Dark Moss, KEANE, and NSI, for total SBE commitment in the amount of $181,959.00 or approximately 23.8% of the total award amount.
• This agreement will be effective for twelve hundred days from issuance of notice to proceed from the County.
• Agreement budgeted under project 004559A East Lake Library expansion, funded by the Penny for Pinellas, included in the Capital Improvement Plan.
Contract No. 26-0124-RFQ-CCNA; in the total not to exceed amount of $765,193.00, effective for twelve hundred days from issuance of Notice to Proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The purpose of this project is to develop plans and specifications, prepare cost estimates, and perform all other professional architectural consulting services as may be requested during the construction of an approximately 8,000-square-foot addition to the existing building. Ground Floor Addition, approximately 3,650 square feet will be added to the east end of the building. Second Floor Addition, approximately 4,350 square feet will be added above the new ground floor addition and a portion of the existing structure (the original addition completed in 2017). This project involves an addition to the existing East Lake Community Library building located at 4125 East Lake Road, Palm Harbor, Florida 34685.

This project is intended to expand the building’s functional space to accommodate growing operational needs, improve workflow efficiency, and support future programmatic and staffing requirements. The addition will provide enhanced facilities that align with current and projected user demands while maximizing the use of the existing site and infrastructure.
A Request for Qualifications (RFQ) to comply with CCNA, per Florida Statute 287.055, was released on December 5, 2025; the negotiation and scoping process concluded May 18, 2026.
The contract includes fully burdened hourly rates that include all labor, overhead, profit, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.
Fiscal Impact:
Funding for this contract is budgeted under project 004559A East Lake Library Expansion Phase II, included in the FY26-FY31 Capital Improvement Plan, funded by Penny for Pinellas (Penny IV) in the amount of $4,500,000.
