Approve a resolution authorizing the County Administrator to sign the construction grant application for the East Lake Community Library (ELCL) Expansion Project and any necessary certifications.
Additionally authorize the Chairman to sign the Certification of Application.

Summary:

Submitting this application will enable the library to augment the ELCL Expansion Project by renovating the interior space of the existing building after the expansion is complete.

 

Background Information:

In April 1997, the Board approved the purchase of nine (9) acres of land for a library to serve unincorporated area residents in the East Lake community. The ELCL opened for service on November 1, 1999.  The 4,500-square-foot library immediately became an important element of the East Lake community. The ELCL staff has maintained a master plan to adapt interior space utilization and expansion of the building to meet the evolving needs of the population it serves.

In 2011, a building addition of 1,900 square feet was constructed.  However, the building footprint size remains below the recommended minimum Florida State Library Standard for Public Libraries: 0.6 square foot per capita.

The County received a $1,000,000 State of Florida 2016-2017 budget appropriation that will increase the total square footage to 8,900 square feet. The additional $500,000 will enable the library to further enhance this project and better meet the needs of the citizens by renovating the interior space of the building after the expansion is complete.

As the building owner, the funding must be received by the County.

 

Fiscal Impact:

 

The $500,000.00 Public Library Construction Grant requires one-to-one matching funds, which will be provided by the State Fiscal Year 2016-2017 Budget Appropriation in the amount of $1,000,000.00 specified in Resolution No. 16-46 (File ID # 16-1092A) approved by the Board of County Commissioners on July 19, 2016. Total Project costs will be $1,500,000.00. At this time, $1.0M is in the FY17 Proposed Budget. If this grant is awarded, award date will be July 1, 2017.
