Approval and execution by the County Administrator of the Second Amendment to Lease Agreement (Second Amendment) with Melrose Clearwater Holdings LLC and Solomon Clearwater Holdings LLC on behalf of the Pinellas County Tax Collector (Tax Collector) located at 29399 US Highway 19 North, Clearwater (Northside Square).

•  The Lease Agreement (Lease) will be extended for a three (3) year term commencing on January 1, 2024 and ending on December 31, 2026.

•  A termination option is included during the last six (6) months of the term which allows for the County to terminate the agreement to coordinate the Tax Collector operations relocation to the new North County Service Center. The new service center building has a tentative completion date of July 2026.

•  This agreement includes solidified timelines for completion of building improvements to the elevators, exterior automated doors, painting and carpet replacement.

  The Fiscal Impact will be an annual cost of $718,716.72 for Term 1 of this agreement and is included in the Fiscal Year 2024 budget. There is no increase or decrease to the base rent. The source of funding is from the Tax Collector’s budget.

Summary:

Second Amendment to Lease Agreement with Melrose Clearwater Holdings LLC and Solomon Clearwater Holdings LLC  to extend the term of the Lease on behalf of the Pinellas County Tax Collector for a three (3) year term commencing on January 1, 2024 and ending on December 31, 2026 with solidified timelines for building improvements.

 

Background/Explanation:

The Tax Collector has occupied first floor space at Northside Square since August of 1993. In October 2016, the Tax Collector began occupying space on the second floor of the building.

The First Amendment to the Second Floor Lease dated June 2, 2017 effectively combined into one Lease agreement the First Floor Lease and the Second Floor Lease, included the addition of Suite 280, incorporated tenant improvements for the First Floor premises, and coordinated the terms of both agreements to provide a coterminous expiration date for all space occupied by the Tax Collector at Northside Square.

This Second Amendment term will align with the planned relocation of the Tax Collector operations from Northside Square to the new North County Service Center property located at 29582 US Highway 19 North, Clearwater and solidifies timelines for completion of building improvements to the elevators, exterior automated doors, painting and carpet replacement.

 

Fiscal Impact:

The Fiscal Impact will be an annual cost of $718,716.72 for Term 1 of this agreement and is included in the FY24 budget. The source of funding is from the Tax Collector’s budget.

 

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-62(a)(2).
