Recommended Action

Approval of the Municipal Services Taxing Unit funding request, in the amount not to exceed $15,950.00, for the replacement of the sunshade structure at the Ridgecrest YMCA game field.

 

                     The Ridgecrest YMCA (Omni Center) facility and game field are owned by Pinellas County and operated by the YMCA of the Suncoast, Inc.

                     The game field is home to the Largo Jr. Packers (Largo for Youth) football and cheer.

                     Funding for these types of projects is budgeted in the Fiscal Year 2023 Adopted Budget.

                     The existing sunshade structure and fixtures are in need of replacement in order to protect spectators from harmful UV rays and extend the life of the outdoor surfaces and fixtures.

Attending outdoor sporting events in Florida can be less than pleasant sitting in the relentless sun and blistering heat on hot bleachers. The shade structures help increase attendance, protect spectators, as well as extend the life of benches, outdoor surfaces, and fixtures. The new shade will reduce the temperature in the stands and protect spectators that spend hours at the fields on Saturdays enjoying youth football and cheerleading from harmful UV rays. Working with a locally owned and operated, licensed, and insured, commercial shade structure design and fabrication business, the YMCA plans to purchase and install a beautiful and functional replacement shade.

Background Information:

The Greater Ridgecrest YMCA of the Suncoast has been serving the community since 2001. Although the facility is located within the city limits of Largo, it is owned by Pinellas County Government and lies within the Greater Ridgecrest community. The majority of the facility users are unincorporated residents, with 65-70% residing in the Greater Ridgecrest and Dansville communities.

TheYMCA offers a full range of sports programs and activities, including a football field and stadium, which is also used by Largo for Youth's Largo Jr. Packers, a non-profit community organization that trains youth in football and cheerleading. The existing sunscreen sail over the football stadium's spectator seats has been damaged over time due to extreme temperatures, humidity, rain, and windy conditions.

The YMCA is requesting a replacement sunshade and fixtures to protect spectators from harmful UV rays and extend the life of the outdoor surfaces and fixtures.

 

Fiscal Impact:

 The request for funding in the amount of $15,950.00 is a one-time expenditure of budgeted MSTU Special Project funds. Funding is included in the General Government MSTU cost center within the General Fund and is consistent with amounts provided during FY23 budget development.
