Approval of the agreements with three firms for the requirements of the Waste to Energy Facility - Continuing Professional Engineering Services.

 

                     This contract will provide the Solid Waste Department with continuing professional engineering consulting services on an as-needed basis.

                     Five submittals were received with award recommendation to the top three firms (HDR Engineering, Inc., CDM Smith, Inc., and Arcadis US, Inc.) in the total amount of $21,000,000.00 ($7M per firm) for a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     All the prime vendors have committed to utilizing multiple-certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established for CCNA’s continuing contracts. When the County utilizes a firm for an engagement, the requested department, working with Economic Development, will ensure SBEs are utilized.

                     This contract is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year, with the obligation occurring upon issuance of work order assignments (purchase orders). Funding is determined by the individual work order assignment sourced to the agreement, and actual expenditures are contingent upon work completed.

 

Contract No. 26-0406-RFQ-CCNAC in the amount of $7,000,000.00 per vendor for a five-year total not to exceed of $21,000,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The Solid Waste Department requires continuing contracts with professional consulting services on an as-needed, task order basis. The Board’s approval of these continuing contracts does not obligate or authorize spending the full contract sum of $21,000,000.00. The department is only authorized to expend the budgeted amount, approved annually by the Board. To expend the funds, the department will issue one or more task orders to one or more consulting firms to complete, per specified scopes of work. The total expenditure cannot exceed the department’s annual line-item budget.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on March 19, 2026; the negotiation of rates and agreements concluded on June 17, 2026.

The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of TBMCSA will be reimbursed in accordance with Florida Statutes.

The current continuing contract for these services expires on September 20, 2026.

Funding for this contract is not fully represented in the FY25-30 Capital Improvement Plan or the FY25 Operating Budget because the contract establishes a not to exceed value, with obligation occurring upon issuance of work order assignments (purchase orders). Funding is determined by the individual work order assignment sourced to the agreement, and actual expenditures are contingent upon work completed. The Department may appropriate the full not-to-exceed amount or less.
