Recommended Action

Approval and execution by the County Administrator of the twelve-month Software Subscription Agreement for ePermitHub Digital Plan software services as requested by the Office of Technology and Innovation.

 

                     ePermitHub provides permitting departments with a fully electronic plan review capability with full integration inside Accela Civic Platform.

                     This platform will allow multiple trades to collaborate and review plan documents at the same time and provide real-time communication with the developer community on the status of their submittals.

                     This action will significantly improve and streamline the approval process for plan review and submittals and will put the County in compliance with HB1059 which became effective July 1, 2021.  This purchase was approved by executive leadership as an improvement process initiative and utilizes BCC Strategic Funding to affect the purchase.

                     ePermitHub is currently used widely in the Tampa Bay region by other Counties and municipalities that use Accela for permitting including Hillsborough, Pasco, Manatee, Polk, City of Tampa, and City of Clearwater.

                     Agreement is for the not to exceed amount of $155,567.85 for twelve months with up to 4 renewal terms of 12 months each thereafter.

                     The $155,567 comprises of $69,460 for one-time installation/configuration and $86,107.85 for annual licensing. Annual recurring licensing costs are based upon the number of projects initiated in the EPermitHub system and will be based upon the pricing schedule outlined on Page 9 of the contract agreement.


Contract No. 21-0611-N(PW) in the amount of $155,567.85, effective for twelve months.
