Approval and execution by the County Administrator of the Specific Performance Agreement (SPA) and approval and execution by the Board of County Commissioners (Board) Chairman of a Land Use Restriction Agreement (LURA) with Tarpon Springs Housing Authority (TSHA) to provide grant funding for the facility rehabilitation of the Cops ‘n Kids Youth Center.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2017 (FY17) is the Cops ‘n Kids Facility Rehabilitation benefitting families and children in Tarpon Springs as part of the County’s Target Area Improvement Program. This agreement will provide funding to Tarpon Springs Housing Authority for the conversion of an existing garage, into an education/community engagement room by replacing the garage door with a standard wall, window and door, installing a mini-HVAC system and flooring, making minor plumbing and electrical modifications, and providing interior finishes including drywall and painting.
The LURA will become effective immediately and end on December 31, 2022.
Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into Specific Performance Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $31,726.00 during the term of the Agreement. Funding for this Agreement is budgeted from FY17 Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
