Recommended Action

Adopt the resolution approving the local government funding request to the Florida Department of Environmental Protection (FDEP) beach management funding assistance program.

The requested fiscal year (FY17/18) funds are for the 2018 Federal shore protection nourishment project funding request of $2,520,000, the first year of permit-required monitoring funding request of $10,000, and completion of the Pass-a-Grille joint inlet management study funding request of $91,000, for a total FY17/18 funding request of $2,621,000. 

The County will provide a total match of $2,625,600 budgeted in the Capital Improvement Program (CIP) in the amount of $2,530,000, and the Department of Public Works, Environmental Management Division’s Coastal Management operating budget in the amount of $95,600.  The source of County funding is provided through the Tourist Development Tax dedicated to beach nourishment.

Summary:

The proposed resolution along with the summary of funding request is required as part of FDEP’s annual funding request for beach management projects and is necessary to obtain this year’s funding request of $2,621,000.  The funding request represents a 10-year budget projection to be submitted to FDEP by the August 1, 2016 due date.

 

Background Information:

This long-range budget plan is similar in concept to the County's multi-year CIP budget, in that it is a multi-year budget plan with emphasis on the upcoming FY.  The County is submitting its funding request for Treasure Island nourishment and an inlet management study of Pass-a-Grille Channel as part of a dual inlet study that also includes Bunces Pass. 

Beach nourishment projects that are part of the Federal Shore Protection Program (Sand Key, Treasure Island, Long Key Upham Beach and Long Key Pass-a-Grille Beach) are cost-shared with Federal (U.S. Army Corps of Engineers) and State (FDEP's Beach Management Funding Assistance Program) matching funds. Non-federal projects (Honeymoon Island and non-federal inlet studies) can be cost-shared with the State only.

 

Fiscal Impact:

The County’s portion of matching costs are budgeted in the Coastal Management Section of the County’s CIP in the amount of $2,530,000, and the Department of Public Works, Environmental Management Division’s Coastal Management operating budget in the amount of $95,600.  The Treasure Island project costs include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.  The Pass-a-Grille/Bunces Pass inlet management study costs will be covered by the Coastal Management Program operating budget, and will be reimbursed by Tourist Development Taxes dedicated to beach nourishment. 

 

The County's funding request includes $2,530,000 for the Treasure Island project, and $91,000 for an inlet management study. This funding request to FDEP totals $2,621,000.

                     

There are no FY17/18 funding requests being made for Honeymoon Island, Sand Key, or Long Key projects.
