Approval of the ranking of firms and agreement with Mead & Hunt, Inc. for Professional Engineering Services for Construction Administration and Inspection Professional Services - Federal Funds - Mobile Home Community's (MHC’s) - Project 3.

 

                     This contract is for professional engineering services to upgrade outdated and problematic wastewater systems within fourteen MHC’s.

                     Two firms submitted proposals and were evaluated with a recommendation to award to top-ranked firm Mead & Hunt, Inc. in the amount of $413,880.00 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055.

                     This agreement will be effective for six hundred and ninety-eight days after receipt of a Notice to Proceed from the County.

                     Funding is through Revived Economies of the Gulf Coast States Ace (RESTORE Act), budgeted under the Manufactured Home Communities Wastewater Collection System Improvements Project (005015A) in the Capital Improvement Plan.

 

Contract No. 24-0576-RFP-CCNA in the total not to exceed amount of $413,880.00, effective for six hundred and ninety-eight days from the Notice to Proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The purpose of this project is to provide construction, engineering, and inspection (CEI) services, that are performed in full compliance with County requirements and guidelines for CEI services, for County PID 005015A Restore Act Wastewater System Improvements Package 3. PID 005015A encompasses upgrades to outdated and problematic wastewater systems within fourteen (14) manufactured home communities (MHCs). Specifically within the construction of Package 3, work includes the decommissioning, replacement, and construction of the existing MHC wastewater collection system, namely Bel-Aire Mobile Home Owners, Inc. Additive work that is conditional based on availability of grant funds is the decommissioning, replacement, and construction of three (3) MHC’s wastewater collection system, namely Tropical Gardens Resident Owned Community (ROC), Inc., Flowerwood Club Park Association, Inc., and Lasereno, Inc. (also known as (a.k.a.) Lake Seminole Resort). The construction of PID 00515A is funded by the United States (U.S.) Department of the Treasury Award SLFRP4653 and the Florida Department of Environmental Protection’s (FDEP) Resilient Florida Grant No. 22FRP09; therefore substantial completion has a deadline of June 30, 2026.

This project provides CEI services, in accordance with County requirements and guidelines for CEI services, for the construction of wastewater collection system upgrades in Bel-Aire Mobile Home Owners, Inc. with additive MHCs of Tropical Gardens ROC, Inc., Flowerwood Club Park Association, Inc., and Lake Seminole Resort based on availability of additional grants funds. CEI Services will be funded by the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE Act). This project will coincide with the construction deadline of substantial completion of June 30, 2026.

Background Information:

This package is part of a larger integrated MHC project with the goal of improving wastewater collection systems of up to fourteen (14) MHCs within Pinellas County. The project’s approach includes providing CEI services for construction that comprises of both decommissioning of existing outdated and problematic wastewater collection systems and the construction of new wastewater collection systems. The replacement of outdated and problematic wastewater collection systems will reduce repair costs paid for by the residents, reduce the amount of inflow and infiltration (I/I) being contributed to the County’s public wastewater collection system, and lower the risk of sanitary sewer overflows (SSOs) and consequently, adverse environmental impacts.
