Approval and execution by the County Administrator of the Cover Letter for a Change in Key Personnel for the Fiscal Year (FY) 2023 Substance Abuse and Mental Health Services Administration (SAMHSA) Treatment for Individuals Experiencing Homelessness (TIEH) grant program.

 

  • The County was awarded a grant from SAMHSA to expand the capacity of services, including case management, recovery support services, evidence based mental health and substance abuse treatment services, and/or housing navigation to individuals who have, or are currently or are at risk of experiencing homelessness and have serious mental illness, substance abuse disorder, and/or co-occurring disorder.
  • Changes to Key Personnel require prior approval and must be submitted as a post-award amendment in eRA Commons. The request must include a signed cover letter, resume and position description for the proposed new personnel.
  • SAMHSA requires post-award amendment submissions be executed by the designated Authorized Official on the Notice of Award, which is the County Administrator.
  • This change in Key Personnel reflects an update to the identified Project Director of the TIEH program, which transitioned from County staff to Boley staff.
  • Approval of this report has no fiscal impact.

Any changes to Key Personnel including level of effort involving separation from the project for any continuous period of three months or longer, or a reduction in time dedicated to the project of 25% or more requires prior approval and must be submitted as a post-award amendment in eRA Commons. The request must include a cover letter, signed by the Authorized Official, resume and position description for the proposed new personnel. 

In the grant application, the County identified the Human Services Homeless Section Manager as the acting Project Director until the subrecipient, Boley Centers Inc., hired staff for the newly implemented program. Boley Center’s filled the vacant TIEH Project Manager position in February 2025 and this new staff member will formally assume the role of Project Director, once SAMHSA approves the Change in Key Personnel request.

Background Information:

Accepting a grant award or cooperative agreement requires the recipient organization to comply with the terms and conditions of the Notice of Award (NOA), as well as all applicable Federal Policies and Regulations. This award is governed by the Uniform Guidance 2 Code of Federal Regulations (CFR) 200 as codified by HHS at 45 CFR 75; Department of Health and Human Services (HHS) Grants Policy Statement; SAMHSA Additional Directives; and the Standard Terms and Conditions for the fiscal year in which the grant was awarded.

The grant award was accepted and approved by the Board of County Commissioners (Board) on October 15, 2024.

The executed subrecipient agreement with Boley Centers, Inc. was approved by the Board on January 28, 2025.

Authority for the County Administrator to sign the Change in Key Personnel is granted under Code Section 2-62(a)(7).
