• Five bids received with award recommendation to Hubbard Construction Company as the lowest responsive and responsible bidder in the amount of $15,394,958.10, which includes $1,000,000 of owner-directed contingency.
• All work is expected to be completed by the end of May 2027.
• The Small Business Enterprise commitment for this project is 8%.
• This request is budgeted for in the Fiscal Year 2026 Budget of PIE in the Airport Revenue and Operating Fund. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

Summary
The purpose of this project is to provide aviation access to the Airco property by the construction of a new taxiway that begins at the end of Runway 36, runs northward to the intersection of Runway 4-22, and terminates at Taxiway “G”.

Background Information:
The Purchasing Division, on behalf of the Airport, advertised an Invitation to Bid on August 1, 2025, with bid opening on September 23, 2025. Five bids were received with award recommendation to Hubbard Construction Company as the lowest responsive and responsible bid meeting specifications.
The former golf course, known as the Airco property, is approximately 130 acres in size and is intended for future aeronautical uses. Planning for the project began approximately twenty (20) years ago. Several feasibility studies have been performed during this period to determine the best land use and zoning requirements for industrial and commercial purposes. The construction of this taxiway would be a necessary component to allow for the future aeronautical development on this site.
An Environmental Assessment was performed, and a Finding of No Significant Impact (FONSI) and Record of Decision (ROD) was obtained in 2020.
