Summary:
This Master Contract Form brings two Convention and Visitors Bureau (CVB) chamber programs, the visitor information services program and the chamber cooperative advertising program, under one agreement. This Master Contract Form will provide a standard contractual document to be used for Chamber Visitor Center Funding Agreements, effective October 1, 2016.
Background/Explanation:
Each year the CVB allocates funding to area chambers of commerce for fulfilling visitor information requests and offering onsite visitor assistance. The level of funding is largely dependent on the number of visitors each chamber receives.
On April 29, 2011, the County Administrator approved the Tourism Services Funding Agreement Master Form. This form was used to contract with participating chambers from FY2012 through FY2016.
During the past two years, the CVB has worked with the chambers in an effort to provide a more effective agreement. On October 26, 2016, the CVB presented the new Chamber Visitor Center Funding Program to Chamber Presidents and it was well received.
This Chamber Visitor Center Funding Agreement Master Contract Form will replace the previously approved Master Contract Form. The new Master Contract Form is for a two-year term and includes funding for visitor center promotions, as well as a one-to-one County match, to assist the chambers with visitor center staffing.
In exchange for this support, participating chambers will obtain a certification through Visit Florida, provide semi-annual written reports that include visitor metrics and expenditure details, increase the CVB’s brand exposure through distribution of marketing and promotional materials, provide updates to the CVB’s website, and more as detailed in Exhibits A through C.
Each completed form will be originated by the CVB, reviewed by the CVB Director and approved as to form by the County Attorney, executed by the designated ACA, and submitted for receipt and file as County Administrator’s non-purchasing delegated items.
The CVB allocated $310,090 for the FY2017 Chamber Program, an increase of 139% over FY2016 funding. This increase is mainly attributed to the inclusion of funds for advertising which were previously paid through the CVB’s advertising agency.
Fiscal Impact:
Funding to support the Chamber Visitor Center Funding Agreements in the amount of $310,090 is provided through the CVB’s Annual Operating Budget. The source of funding is the Tourist Development Tax.
Delegated Authority:
Authority for the County Administrator to approve this Master Form and designate signature authority is granted under Code Section 2-62 (a)(1).
