Recommended Action

Approval and execution by the County Administrator of the agreement with Rhythm Engineering, LLC for In|Sync traffic equipment on the Florida Department of Transportation (FDOT) Approved Product List (APL) and technical support through December 31, 2023.

•                     In|Sync traffic equipment is approved by FDOT for advanced traffic management programs. In|Sync is a next-generation adaptive signal system which allows County traffic professionals to automate signals in real time.

•                     Rhythm Engineering, LLC is to provide 365 days of technical support for 112 In|Sync intersections from January 1st through December 31, 2023.

•                     This equipment was previously provided through Rhythm Engineering under Contract No. 190-013-S, as a Purchase Authorization that was approved by the County Administrator on December 15, 2019, for requirements of traffic equipment from the FDOT APL that expired in November 2022.  This agreement represents a 4.673% increase over the expired contract for the same services.

•                     FDOT is still working on a replacement contract for FDOT APL traffic equipment, but Public Works requires these services now to properly maintain the 112 In|Sync signalized intersections.

•                     Once FDOT finalizes a new state contract, the Purchasing & Risk Division will process a new piggyback agreement through the state contract.

Agreement No. 23-0470-NC for a total not to exceed expenditure amount of $112,000.00 through December 31, 2023.

Body

Strategic Plan:

2.5 Enhance pedestrian and bicycle safety

Foster Continual Economic Growth and Vitality

4.5 Provide safe and effective transportation systems to support the efficient flow of motorists, commerce, and regional connectivity

Summary:

This agreement provides a mechanism for the Public Works Department to maintain and continue improvements that are in line with the advanced traffic maintenance program until FDOT can secure an APL contract for traffic equipment.

Background/Explanation:

The In|Sync product was initially purchased by the County through an FDOT APL contract in which the hardware is built exclusively for the In|Sync software that is sold and distributed exclusively by Rhythm Engineering.  Additionally, the FDOT contract has provided the ability to purchase traffic control equipment and devices from manufacturers whose equipment has been evaluated and conforms to the FDOT’s minimum quality assurance standards for use on County roadways.

Fiscal Impact:

Estimated twelve (12) month expenditure not to exceed in the amount of $112,000.00 through December 31, 2023.

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
