Approval of an award of bid to TLC Diversified Inc. (TLC Diversified) for ultraviolet (UV) facility modifications at South Cross Bayou Water Reclamation Facility (SCBWRF).

Bid No. 145-0474-CP(DF); PID No. 002473A/000847A; in the amount of $478,600.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 300 consecutive calendar days.  Chairman to sign and Clerk of the Court to attest.

Summary:

Staff has reviewed the bids and recommends award to TLC Diversified in the amount of $478,600.00.  The award amount includes Option One (1) for programmable logic controller (PLC) programming, which provides for improved UV flow control at a cost of $28,000.00.

The purpose of this project is to enhance the UV facility at SCBWRF including but not limited to the demolition of existing automatic backwash basins, addition of covers over existing grating and replacement of equipment in the equalization tank and control gate.

 

Background Information:

A control gate is required between the emergency bypass channel and the influent channel to the chlorination facility to provide for improved process control to the UV disinfection facility during high flow conditions at the plant.  The inclusion of the PLC option will automate operation of the gate.  The addition of covers over existing grating will reduce algae growth increasing the effectiveness of the disinfection process.  

 

Fiscal Impact:

Total expenditure not to exceed:  $478,600.00

 

Funding for this project is derived from the Utilities Department Sewer Enterprise fund.
