Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with the City of Tarpon Springs (City) for CDBG funded facility improvements.
• This First Amendment extends the term of Agreement CD25TSCCG three (3) months to December 31, 2026, to provide additional time for project completion due to project commencement delays and extends the term of the Restricted Period three (3) months to January 1, 2037, restricting the use of the property to serving community residents, until January 1, 2037.
• The funding amount, not to exceed $142,895.00, during the term of the Agreement, remains unchanged.
• On January 22, 2026, the County Administrator executed CDBG Agreement CD25TSCCG providing CDBG funding to the City for costs associated with facility improvements at the City’s Community Center including replacing the gymnasium floor, benefiting 2,660 low- and moderate-income Tarpon Springs residents.
• The City’s Community Center is located at 400 South Walton Avenue, Tarpon Springs, Florida 34689, within the locally designated Tarpon Springs Target Area, a low- and moderate-income area.
• The Agreement is effective for one (1) year, from October 1, 2025, to September 30, 2026. Use of the property is restricted to serving residents of the city through October 1, 2036.
• Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a) (1) and Resolution No. 25-52.

Summary:
This First Amendment to the CDBG Agreement CD25TSCCG extends the term of the Agreement three (3) months to allow for project completion and extends the term of the Restricted Period.
The Agreement requires that performance be completed by September 30, 2026. The City is unable to complete the project on or before the expiration date due to summer camp activities currently occurring in the community center’s gymnasium.
It is necessary to extend the term of the Agreement three (3) months to December 31, 2026, as additional time is required for the completion of the project. As a result of the term extension, it is necessary to extend the term of the Restricted Period three (3) months to January 1, 2037, restricting the use of the property to serving low- and moderate-income community residents.
Background/Explanation:
At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6 (Granicus #25-0792A), Resolution No. 25-52, which approved the Fiscal Year 2025-2026 (FY26) Annual Action Plan and authorized the Chairman, or designee, to sign Specific Performance and Land Use Restriction Agreements, including amendments.
The City’s Community Center Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.
On January 22, 2026, the County Administrator executed CDBG Agreement CD25TSCCG providing CDBG funding to the City for costs associated with facility improvements including replacing the gymnasium floor at the City’s Community Center, located at 400 South Walton Avenue, Tarpon Springs, Florida 34689, benefitting 2,660 low- and moderate-income Tarpon Springs residents.
The Agreement was effective for one (1) year, from October 1, 2025, to September 30, 2026, with the land use restriction expiring October 1, 2036.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $142,895.00 during the term of the Agreement. Funding for this agreement is included in the FY26 Adopted Budget for CDBG funds within Housing and Community Development.
